CIRC Course Details

This two-day, 16-hour Critical Incident Response & Command (CIRC) course is designed for Command Staff, first-line supervisors, acting supervisors, Field Training Officers, and officers preparing for leadership responsibilities during critical incidents.

Critical incidents demand more than command authority—they require disciplined decision-making, effective communication, and the ability to establish order in rapidly evolving, high-risk environments. This course provides students with a practical framework for leading from the first moments of a critical incident through stabilization, investigative transition, and incident conclusion.

Drawing upon decades of experience commanding, investigating, and managing critical incidents, students learn how to assess rapidly changing conditions, establish command priorities, allocate resources, manage operational tempo, and maintain a common operating picture while operating within the principles of the Incident Command System (ICS) and the National Incident Management System (NIMS).

Through facilitated discussion, case studies, tabletop exercises, and scenario-based problem solving, students examine the leadership decisions that shape successful outcomes during incidents such as active violence, officer-involved shootings, hostage situations, barricaded subjects, violent crimes against persons, and other complex law enforcement events.

  • The first five minutes: establishing command under uncertainty

  • Command versus control: understanding the leader’s role

  • Critical incident priorities and operational tempo

  • Risk assessment and resource allocation

  • Building and maintaining a common operating picture

  • Decision-making under stress and changing conditions

  • Incident Command System (ICS) and NIMS application

  • Tactical Incident Command for patrol supervisors

  • Communication, coordination, and multi-agency operations

  • Transition from tactical operations to criminal investigation

  • Extended incident management and scene stabilization

  • After Action Reviews and continuous organizational improvement

  • Recognizing the Critical Incident Defining the incident, identifying command priorities, and understanding the first leadership challenges.
  • Establishing Command Building command presence, managing uncertainty, and directing the initial response.
  • Controlling the Operational Environment Prioritizing life safety, allocating resources, managing operational tempo, and developing a common operating picture.
  • ILeading the Incident Applying Tactical Incident Command principles, coordinating personnel, and adapting to changing conditions.
  • Transitioning to Investigation Preserving evidence, managing investigative priorities, and coordinating the transfer from tactical operations to investigative control.
  • Managing the Long Incident Sustaining command, supporting personnel, coordinating stakeholders, and preparing for incident conclusion.
  • Learning and Organizational Improvement Conducting After Action Reviews, identifying lessons learned, and strengthening future organizational performance.

Logistics

Host agency must provide:

  • Classroom with AV hookup for laptops to present PowerPoint PPT
  • Whiteboard or chalkboard

Cost

  • Tuition: $355 per student
  • The host agency is eligible for three free seats

Terms & Conditions

All tuition fees are due prior to the first day of instruction.

Cancelation prior to fifteen (15) days of the first day of instruction will result in 100% refund of tuition fee.

Cancelation between eight (8) and fourteen (14) days of the first day of instruction will result in 50% refund of tuition fee.

Cancelation up to seven (7) days prior to the first day of instruction will result in forfeiture of tuition.

Exceptions are considered for legal or medical alibies. Contact us if you require this option.
