UCCIR Course Details
This two-day, 16-hour Undercover Officer / Confidential Informant (UC/CI) Rescue course is designed for Street Crimes Units, Narcotics, HIDTA Task Forces, Fugitive Apprehension Teams, Criminal Investigations, and any investigative unit that utilizes undercover officers or confidential informants.
The course prepares investigators, supervisors, surveillance teams, and tactical support personnel for the sudden transition from covert operations to immediate rescue during life-threatening critical incidents. Students learn to rapidly assess evolving situations, establish a common operating picture, prioritize threats, and execute coordinated rescue operations while maintaining decision continuity under extreme stress.
Through classroom instruction, practical exercises, and scenario-based training, students develop the knowledge and operational framework necessary to safely recover undercover personnel, confidential informants, victims, or hostages when time-sensitive intervention is required.
Course topics include:
Mission planning and pre-operational rescue considerations
Surveillance recognition and rescue initiation
Threat assessment and operational decision-making under stress
Rescue priorities and the “Solve the First Problem First” decision model
Immediate action rescue techniques for undercover officers and confidential informants
Vehicle assaults and emergency extraction operations
Exigent entries and emergency breaching considerations
Threshold management, room entry fundamentals, and movement techniques
Team communication, role assignments, and command during rescue operations
Plain-clothes identification, deconfliction, and blue-on-blue prevention
Casualty rescue, tactical medical priorities, and rapid extraction
Transition from rescue operations to scene stabilization and criminal investigation
Scenario-based practical exercises validating planning, communication, and rescue decision-making

Course Framework
- Plan – Prepare personnel, establish contingencies, and define rescue thresholds.
- Recognize – Identify rescue cues, changing threats, and operational priorities.
- Respond – Coordinate rescue actions, communicate effectively, and solve the first problem.
- Recover – Rescue undercover personnel, confidential informants, victims, or hostages while maintaining team accountability.
- Transition – Stabilize the incident, preserve evidence, and support investigative operations.
- Review – Conduct performance debriefs and After Action Reviews to improve future operations.
Logistics
Host agency must provide:
- Classroom with AV hookup for laptops to present PowerPoint PPT
- Area where non-lethal training ammunition can be utilized
- Whiteboard or chalkboard
Students must provide:
- NLTA weapon and ammunition platforms (UTM, Simunition FX, etc.)
- Individual PPE to include eye protection, two long-sleeved shirts, long pants, and gloves
- Tactical gear to include vest and helmet
- Entry tools: ram, pick, sledgehammer, etc. (each represented agency can bring one set)
Cost
- Tuition: $395 per student
- The host agency is eligible for three free seats
Terms & Conditions
All tuition fees are due prior to the first day of instruction.
Cancelation prior to fifteen (15) days of the first day of instruction will result in 100% refund of tuition fee.
Cancelation between eight (8) and fourteen (14) days of the first day of instruction will result in 50% refund of tuition fee.
Cancelation up to seven (7) days prior to the first day of instruction will result in forfeiture of tuition.
Exceptions are considered for legal or medical alibies. Contact us if you require this option.
